What Phase 2A Trends Tell Us

Phase 2A shows that popular schools like Pei Hwa Presbyterian and Temasek now require balloting even for families living within 1km — a sign of rising demand nearby.

Phase 2B is likely to follow this trend, with more applicants living closer to schools and tighter balloting zones. Even families living near their schools may need to ballot.

Phase 2B Outlook for 2025 Registration

Largest Decreases in Phase 2B Vacancies (2024 → 2025)

Popular schools like Maha Bodhi, Kong Hwa, Tao Nan, and Pei Chun are offering fewer Phase 2B slots in 2025 despite already having balloting last year. This tightening supply will likely increase competition even further in Phase 2B this year.

2. Schools with Consistently Minimal Vacancies (20 Slots)

📉 Key Observations:

  1. Elite/Popular Schools Hold at Minimum (20)
    • Ai Tong, Catholic High, CHIJ St. Nicholas, Nan Hua, Nanyang, Rosyth, Rulang, Pei Hwa, and Henry Park are long-time top-demand schools.
    • Most of these required SC balloting in 2024 (noted with [SC<1]), signaling 2025 Phase 2B balloting is almost certain.
  2. Previously Slightly Above 20 — Now Reduced to 20
    • Chongfu, Fairfield Methodist, Gongshang, Holy Innocents’, Princess Elizabeth, Methodist Girls’, and others saw minor reductions from 21–22 down to 20, further tightening access.
  3. Less Competitive Schools Also Holding at 20
    • Schools like Frontier, Valour, Naval Base, Sengkang Green, Shuqun, and Horizon are not historically oversubscribed but are still allocated the minimum 20 places.
    • For some, this reflects small P1 cohort sizes, not demand.

    37 applicants, 34 vacancies, balloting needed for Permanent Residents within 1km.
  • 25 (31) (in 2024):
    25 applicants, 31 vacancies — no balloting.
  • (26) (in 2025):
    Only 26 vacancies shown — applicant data not yet released as registration has not started yet.

    • Eg. Admiralty has 32 (75) for Phase 2B, this means there are 32 applicants for 75 vacancies

  • Phase 1 is for a child who has a sibling studying in the primary school.
  • Phase 2A is for children whose parents are alumni, school advisory committee members, or staff members of the school or MOE Kindergarten. 
  • Phase 2B is for children whose parents are parent volunteers, church/clan members, or active community leaders. 
  • Phase 2C is open to all children who haven't secured a spot in earlier phases,
  • Phase 2C Supplementary is for those unsuccessful in Phase 2C
  • Phase 1: July 1st to July 3rd 2025
